About Tovar da Silva Nunes
Ambassador Tovar da Silva Nunes has served as Brazil's Permanent Representative to the United Nations Office at Geneva and other International Organizations since 2021. Arriving in Geneva during the height of the COVID-19 pandemic, he led Brazil's multilateral efforts to promote equitable access to vaccines, diagnostics, and treatments in several key fora. Representing the Americas, he was elected Vice-Chair of the Bureau of the Intergovernmental Negotiating Body (INB) that successfully negotiated the Pandemic Agreement adopted in May 2025. Last July, he was appointed as co-chair of the Intergovernmental Working Group (IGWG), responsible for negotiating the Annex that will detail the Pathogen Access and Benefit-Sharing (PABS) System of the Pandemic Agreement.
His academic background includes a Law degree from the University of São Paulo, a Master’s in International Political Economy from the London School of Economics and Political Science, and studies in International Relations at Harvard University. He was also a guest student at l'École Nationale d’Administration (ENA) in Paris. He was previously Brazilian Ambassador to India and Russia.
